Recreational vs. Medical Possession Limits
Oregon law draws a clear distinction between what recreational users and OMMP medical patients may possess. Medical patients enjoy significantly higher limits as a core benefit of maintaining their card:

Understanding Public vs. Home Possession
Oregon's possession framework uses a two-tier system based on location:
In Public (On Your Person, in a Vehicle, Outside the Home)
- Recreational: Up to 1 ounce of usable flower
- This is a possession limit, not a purchase limit — you can buy 2 oz per transaction but cannot carry more than 1 oz in public
- Excess over 1 oz should be stored at your private residence
At Home (Private Residence)
- Recreational: Up to 8 ounces of usable flower
- Medical: Up to 24 ounces of usable marijuana
- Home possession includes flower from both purchases and home cultivation
A person 21 years of age or older may possess, use, or transport up to one ounce of usable marijuana in a public place and up to eight ounces of usable marijuana in a non-public place.

Current Purchase Limits Per Transaction
Purchase limits control how much you can buy in a single transaction at a licensed dispensary. Oregon has increased these limits twice since legalization:

The 4x higher tincture limit for medical patients is one of the strongest reasons for heavy-use patients to maintain an OMMP card.
Gifting Rules
Oregon law permits gifting cannabis under specific conditions:
- You may gift up to 1 ounce of usable flower to another adult 21+
- The gift must be without compensation of any kind — no money, goods, services, or barter
- Gift exchanges disguised as donations, tips, or purchases of other items are illegal sales
- You may also gift immature plants and seeds within the standard limits
What Happens If You Exceed Limits?
Oregon's penalty structure escalates based on the amount over the limit:

You can buy 2 ounces of flower per transaction, but you can only carry 1 ounce in public. Buy what you need and store the rest at your private accommodation. Oregon does not track daily purchases across stores, but this does not override possession limits.
Concentrate and Flower: Combined or Separate?
Oregon tracks flower and concentrates as separate categories. Possessing 1 ounce of flower and 10 grams of concentrate simultaneously is legal — they do not count against each other. However, medical patients should note that their 24-ounce limit is a combined total of all usable cannabis products.
